It shall be unlawful for any person, firm or corporation to allow their dogs or cats to get into any owner's garbage or any other resident's garbage. Subtitle 2. (B) If instructions cannot be delivered in person, they shall be mailed by regular mail, postage prepaid, and addressed to the owner of the dog or cat or other animal.
